A grant of £900,000 was made available for a project or projects in Oban bay or harbour, all of which was allocated to Oban Bay Marine's plans for a short stay transit marina.

During 2009 the Oban CHORD Project Board appointed consultants AECOM to assess OBM's plans and take the project to full business case. In their findings of December 2009, AECOM recommended the OBM project for refusal.

OBM successfully argued for time to respond, and submitted Revised Project Proposals in March 2010. OBM then made a detailed Presentation to the Oban CHORD Project Board in June 2010 following numerous meetings with AECOM and other stakeholder parties.

Despite acknowledging that technical and operational concerns had been allayed, AECOM recommended the OBM for refusal a second time on financial grounds; and the Oban CHORD Project Board withdrew its grant offer at the end of August 2010.
